Start Victor in interactive CLI chat mode.

Initialize Victor in the current directory. Creates .victor/ directory with configuration files.

Start Victor as an HTTP API server.

Inspect shared capability catalogs and ask the framework recommendation engine for
the best team/workflow matches for a task.
